Buried as inacurrate.Att has not changed their policy. The article makes it seem like reps can make the call, the fact is that they can only submit a case for the customer and if they have a good reason for the early upgrade.

Are there any other competitors with a smartphone that has that kind of pricing for those criteria?

Except the commitment. If I'm not mistaken you can cancel data & messaging at any time on other phones.

Is this for a brand new plan/phone, or a grandfathered plan? I've got a smidgeon off on my iPhone plan because I carried over a grandfathered plan. My understanding is that the costs now for new plans are roughly the same across the misc companies, and that you don't see $30/month for unlimited data/messages...

@willhaynesI'm not to sure about specific carriers or phones. With my old Blackberry I had to commit to carrying 1 year of T-Mobile's "Blackberry Data" plan. In return I got my phone for free. Most smart phones advertised in flyers I've seen have some data or texting commitment attached. At the end of the day I would have to agree with migitalwarfare. Why buy a smart phone if you don't want to pay for data? You may as well just buy a cheap flip phone and pick up an mp3 player.
