troops shouldn't be paying for ANYTHING like that during war. they're fighting for our country and we're charging them for phone calls? what is that? companies should be donating their services to them, not taking advantage of them. what a shame.
AT&T can do whatever they want, it's an American corporation. Talking about what they 'should' and 'could' do is irrelevant. Why should AT&T offer cheap rates or free service to troops? Shouldn't the Govt. be offering that anyway? Oh wait, they probably don't have enough money, what with the troops having trouble getting new equipment and having to weld metal to the bottom of their Hummers themselves because our government is so poor that they can't upgrade their vehicles 'n all.
If you think 20 cents is bad try having ATT pay phones charge $2300 for a month of phone calls from my husband who is deployed to Japan. Thats crazy. He was using a ATT pay phone on base that stated 11 cents per minute. What they didn't tell us was that it is a lot more if you use a credit card to call. We learned our lesson about ATT the hard way.
Skype and other VoIP solutions are not always accessible to the deployed, and nor do they always work for family members here to call their loved ones overseas if they are lucky enough to have a number they can call.

Hmm...21 cents a minute for an international call, especially from Iraq. Thats actually not that bad of a price.
