NORAD was concerned with defending North America's perimeter, with no focus on aircraft originating *within* the US. Yet after the first impact other hijacked aircraft flew where ever they wanted. In the case of the Pentagon that plane was allowed into the most secure airspace in the world any other day.

It takes time to prepare and arm an F-16, and more time to get where it's needed. It's a big country.Having *armed* patrols in the air isn't that unusual say, over an aircraft carrier or a base near a hostile country. There were no missile batteries and no combat patrols.
