I think it has to do with the kind of people that open spam emails that are tracked. Email culture and precautions are different depending on how tech savvy people are. For example, I get the most FWDs from people who least use email. Maybe there aren't a lot of tech savvy people in Idaho.
Well Dell just laid off over 500 people in Twin Falls, and Micron just closed in Boise so maybe the "business emails" are now going to non-tech savvy businesses, but there are a lot of tech savvy Idahoans.
