Many city in the United States prohibit dispatchers or 911 operators from dispatching and ambulance to someone that's already inside a hospital. So, I think that the dispatcher was just following her protocols. I think they should blame the hospital and not the ambulance dispatcher.

We already have socialized medicine. Hospitals have to treat you for any ailment real or perceived you might darken their door with, and if you don't pay them the folks with insurance subsidize your treatment.

This all stems from the fact that medical schools cost hundreds of thousands of dollars these days. In order to pay these bills doctors need to be payed a lot of money. There's just no way around it if you want to hire a physician. This means that a hospital can't afford to have as many physicians as it would like to have. This leads to higher stress for the physicians that do work there and poorer care in general. Solution: Lower medical school tuition. And since med schools probably feel that they should be more expensive than an undergraduate education, one would need to lower undergrad tuition as well.
