In 1976 after the gas shortages woke up America to the problem of dependency on foreign oil supplies, Congress passed laws that stated America would be totally independent of foreign oil by the year 2000! Maybe they are part of the problem.

Off shore, but also nuclear are needed. Some things are so obvious that no matter how much the left attempts to bury these ideas the American public knows the obvious needs to be done.
