Guess what? Cars in Europe are already getting this type of mileage and have been for years! Even their fancy Jags and the like are getting very high mileage.
yeah its octane levels, thats why europe the average engine is 4 cylinder and 1.4-1.8 litre in capacity and the US needs big V6 blocks to go anywhere, also metric miles dont really exist, theres no crossover, mpg is mpg
Nope, the US version will likely have more effective particulate filters and catalytic converters (likely in addition to other systems). The larger systems create additional exhaust system back pressure which in turn makes the engine less efficient. So, short answer: a simple reflash won't give you the added mileage.
We shouldn't be touting 54 MPG in 2009, we should be pissed. I remember a newscast in LA back in the late 70s, early 80s on some college kids that modified an old two seater Datsun to do 100 MPG. Especially when gas prices get jacked up again.

I'm guessing no car that is being sold in the USA. The best here was the Honda Insight and that is "only" rated for 59mpg on the highway.

I consistently do 59 in my 02 tdi.What I find impressive is the fact that you can get 54 with 177 HP.
