It's not the impeachment that would cause instability it's the reason given for impeachment. My apologies if that wasn't clear in my statement above. If we don't impeach a President for lying under oath to Congress then I don't think we should impeach one because the minority disagrees with his foreign policies (and domestic too probably). The operative words here being MINORITY OPINION. An impeachment it's self isn't the end of the world, but the bar we set for impeachment could mean everything.
