For example, Larod Stephens-Howling of the Arizona Cardinals had better special teams stats than Heath Farwell, who was chosen for the special teams slot, including the downed punts, which is not included in any stats, but got Larod on Sportscenter for pinning the Titans within the 5 twice in one game to accompany his 99yd TD.Also, having only one "returner" means you have to compare a punt return specialist (desean jackson) to kick return specialists (stephens-howling) and there is no good argument for one or the other since we are comparing different things.
