I didn't realize how common this was. According to this article, 22 times in 27 years!<a class="user" href="http://tycho.usno.navy.mil/leapsec.html">http://tycho.usno.navy.mil/leapsec.html</a>"This pattern reflects the general slowing trend of the Earth due to tidal braking. Whenever I need an accurate time I just use the duration of 9,192,631,770 periods of the radiation corresponding to the transition between the two hyperfine levels of the ground state of the cesium 133 atom.

"UTC can't be == GMT... unless I'm mistaken - GMT changes for day-light savings time..."You are mistaken, the UK moves to BST during the summer, but GMT remains the same

For most purposes, GMT & UTC are the same thing. Zulu is another word for either.GMT is based on the rotation of the earth.UTC is based on atomic clock signals and satellite observation and other high tech stuff.UTC is used for accurate scientific measurements when time is important, as it is regular. GMT can fluctuate as the earth's timing fluctuates. UTC is periodically adjusted to match up with GMT (and such changes are recorded, accurately, for scientific purposes)
