I honestly thought the Americans have it month then date because they wanted to further distinguish themselves from the English, just like with spelling (meter/metre, civilization/civilisation, check/cheque, etc), and I guess the imperial vs metric system to a lesser extent as well.
I agree with decreasing magnitude. eg 2009, April 08. But most people leave off the year because it's self explanatory in the context. The whole mm/dd/yyyy format is horrible.
I live in America and don't really know common distances in the metric system. ( ex: When some one says they are 5 feet tall I can visualize that when someone says they are 1 meter tall I don't know what that looks like because i'm not use to). The metric system is still better.
