Check this US Carbon Footprint Map out, has United States Interactive Carbon Footprint Map, illustrating Greenest States. This site has all sorts of stats on individual State energy consumptions, demographics and State energy offices.

there are actually some ACs out there that are really very cheap to run. air conditioners sometimes come with inverter technology which controls the temp fluctuation in the room so it uses less power. I have a Senville and it has this kind of technology and it runs on about 40% less power than most ACs according to their website (www.senville.com).
