If I received an envelope with 39 1-cent stamps on it, it would go in the trash, because I'm not inclined to use the services of someone who can't figure out how to manage their time and resources efficiently. Word of mouth marketing is the stuff that spins gold. Most of the rest of it is, well...mostly junk.

Pauleric is correct. You neglected to mention that the word 'effect' can be a verb as well. For example, "to effect change" means to bring about change and is a correct usage.

This is pretty much a carbon copy, appears to be stolen from the site probably in breach of copyright. I think most of the items are meant to get your juices flowing and get into the guerrilla marketing headspace. I think the original author may have spent 30 minutes writing the article just so he could have the headline "10 Marketing Tactics Under $10", which btw is a damn good headline and is probably the best marketing tactic in the whole article. I guess the author didn't sell it as 10 amazing marketing tactics so I can't slight him there. Anyone can come up with 10 plain old tactics under 10 dollars. Offer people $2 if they can memorize your businesses name, phone number and address as well as your slogan. Offer people a $10 dollar prize for coming up with the best slogan for your company or writing in why they love your products etc. etc.
