Well, that isn't always true. Leaders attack when they see weakness. Generally, its in the mountains though last year there was that stage where Lance got ahead of Alberto due to a break that formed due to the crosswinds.
Team Radio shack has A LOT of great cyclists on it. I can't help wonder what last years Tour would have been like if Levi hadn't messed up his wrist......Lance could have gotten 2nd

He didn't attack on the last stage though. I don't remember ever seeing that. The only thing I remember that comes close is the time that Vinokourov jumped from 7th to 6th when he attacked on the last stage. It's kind of an unwritten rule that you don't steal a podium spot on the last stage.

He is tested ALL THE TIME. Look at his twitter. He's clean. He trains like a MOFO.....that is the secret to his success. And his unique physique. Discovery had a great thing about him during the 2005 season. His heart is bigger, etc,etc.

Cycling is a sport with a definite performance curve correlated to age. Still, it is fun to watch Lance beat up on younger riders. It soothes my aged heart.
