It does seem like there should be method to reclaim the heat energy that is discarded into the canals.

Spent 4.5 million to heat the water using a power plant discharge. They are very over crowded and no food, that can't be healthy for them.
Why can't they use solar heaters like we use in livestock tanks to keep them unfrozen? solar sure would be less expensive then running a power plant for warm discharge water.
