I always figured it was more socially driven. As in women are told all their lives sex is bad, sex is wrong. You are not supposed to have sex. On top of the insecurity that all of us feel, but women seem to feel it worse than men, about not being pretty enough, being generally self-consciousness. Women in their 30's finally break free of those adolescent shackles and feel more comfortable with themselves, their relationships, and their wants. So, they finally feel free to accept the same lustful desires that men were always told it was ok to have and explore.

I think you've covered most of it. But there's a central factor that we as men find hard to understand. Women have to live in a world where it's often unsafe to walk alone at night, to accept interest from strangers, even to make eye contact.
More mildly but also more formatively, most women receive more or less daily attention from men who would be, ahem, poor choices as sexual or romantic partners. So women would be smart to hold back until they have become very skilled and confident socially. That takes a while.

Nah that's still evolution. Half the offspring die because they have slightly inferior genetic material, less mental and physical fitness to keep up with their environment. The mother has a final shot at reproducing and passing on her genes before her fertility ends. Future generations are the ones left that are better suited for survival. Rinse, repeat millions of times, and you get a new and improved species that is more likely to thrive long past the previous ones.

I figure it is because of the ridiculous inhibitions our society places on sex, sexuality, and nudity.
It just takes that many years for women to realize that it's ridiculous for them to feel wrong or dirty for wanting sex. I have known too many women that have had this negative image of sex drilled into them by parent's and friends.
Generally it seems to leave them wanting sex and acting like they do, while being extremely timid when it comes down to the actual act and rarely following through on the implications they make in flirting. Something I look for when I'm dating is someone who feels that those pressures are stupid and doesn't cave to them.

I believe it is to some extent biological. However, I feel there is also a psychological component as it relates to aging. Women have men constantly trying to sleep with them since they entered their teens and once they hit middle age they are no longer as desired as a sexual partner. This serves as a reminder of their aging and, even to an extent, their mortality. This new found sexual behavior is a vain attempt to recapture youth. Sorta of the equivalent of the male "midlife crisis". They want to recapture the past, but realistically can't because of their lowered desirability. 827 is a very large sample size compared to some studies that are published that have fewer than 100 in the sample size (some with as few as 20-60 participants!) that are published in mainstream media.
I know for a fact that the requests for participants was posted in VOLUNTEERS section of craigslist, not that adult dating area. As for studies conducted on college campuses, you are by nature limited in the size of the sample (and age limit-limited as well), which is why this was sent out in hopes of acquiring a larger audience and larger age-range of participants.
If you read the actual research rather than the article "blurbs" you'd understand more about what it says and the actual findings.

There is a reason why women are more "active" later on in life. Let's break down the different stages a women may be in in life and how it relates to her "activity".
18-24: The prime of a woman's looks. This is the age group where a woman can be the most selective of her mate. Being too sexual at this stage can lead to a commitment to a lesser mate if a better one were to come along.
25-33: The sub-prime age of a woman's looks. This is the age group where a women have found the best mate they can. More than likely have reproduced locking in a longer relationship. If a woman has not found a serious mate by this age group. Than reproduction of a healthy baby will be diminished greatly. Single women know this. So activity will increase to increase the chance of reproduction.
34-40: The swing age of a woman's looks. What I mean by swing age is either the woman will care greatly for her appearance with a focus on diet and exercise. Or have "given up" on her looks and has befriended a few cats. This is the entry level age group for a cougar. Now a cougar is a older attractive woman who is re-claiming her youth or Independence. Meaning her youth was spent being far to cautious and responsible. Or getting married way to young being under the thumb of an oppressive husband. Either way a cougar is a woman who cares more for sex than what sex can bring her.
40-50: The final decent of a woman's looks. Style is giving way to comfort here. Function may make more sense than form and final hurrahs are in order. Picking up younger men at the bar means lowering your standards and raising the age of the buck you chase. Maybe there are a few more trips to club med/out of town beach trip to complete that sexual conquest bucket list. Being picky at this age means missing out. It's more of the experience than the quality.
