BP doesn't want the well capped or they would be able to measure how much oil has been escaping and be fined accordingly.

I for one don't want Anderson f**king Cooper driving over booms in a boat. Containment booms can be compromised by boat wake. It's the same principle as fencing off a construction site so random idiots don't wander around.
The law Cooper is referring to sets a 100m distance, well within the range of telephoto lenses anyways. They just don't want a flock of reporters bumbling around all over the place getting in the way. Additionally, you can call ahead for access.

You could measure how much is siphoned onto the ship in a certain time, then multiply that by how much time it's been leaking. That will give you an approximate estimate.

From what I've heard it's the other way around. BP says they may have the relief well done this month, while the feds say it's next month.

If someone could find a way to cheaply extract the oil from the water would the oil belong to them, and could they sell it? If someone could scoop up just half the oil (~40 million gallons) at $70 a barrel (42 gallons/barrel), they might make as much as ~$67 million dollars, and BP will have picked up the tab for exploration and drilling.

oh, and even if you cap the well right now, there is still tons of oil in the gulf which will no longer be "contained" as soon as the first hurricane goes over the affected area.....

What a coincidence that this week is when they announce their 2nd quarter earnings. BP is trying to stop the blow to its stock by convincing everyone the leak is almost fixed, when god knows how far they actually are.
