Actually, based on user input and search queries, the internet is more likely to be a porn addict, utilizing crass language, flowcharts and shorthand sprinkled with homophobic, racist, and nazi remarks to get its point across.
In other words, the most you'll have to worry about is 'Skynet' being a troll.

Not really. The Internet itself isn't learning or anything like that, it's not like packet routing itself could be used for some kind of computation (and if it could it would be very hard to pull off).
The closest possibility is that one supercomputer running some kind of neural network, AI, evolving program or whatever could become self aware and try and infect other computers on the Internet and be intelligent enough to break through just about any system. But in order for that to really happen, the other computers would have to be powerful enough to be worth bothering with, and that's after you take the lag into account. Maybe in 2030 when you current desktop system is as powerful as a current supercomputer it might be feasible.

Well breaking the internet up into heirarchies like Verizon showing preference to Google content is in fact trying to move the internet from a web to a more pyramidal structure.
While free association networks may be more efficient - pyramidal structures (like governments) are easier to manipulate. That's why there will always be pressure to prioritize the Web.
