Why do people think 1, 2, or 7 proxy servers totally hide their identity?

That's like saying, "you have to step over 7 curbs to get to my house".

Authorities and lawyers have to step over a lot of curbs every day to do their job.
I really don't get the magical aura people think surrounds proxy servers.

Both technically and administratively they are not an insurmountable obstacle by anyone with authority are they?
