George Bush Sr. was director of the CIA. Putin worked in Germany at a desk for the KGB and was head of the FSB which during his time was broken off from the KGB to take power away from the secret service.
Why don't you mention Putin was actually a deputy for a liberal mayor and was working with the liberal reformers for 8 years before being appointed head of the FSB by liberals wanting to curtail it's power?

There is difference that Putin 'was' the head of the Russian Secret Service. Think Gestapo style.
Now, Bush's re-election was definitely dodgy, but at least you were not afraid to vote for someone else.
Also, look at the Russian media - a bit following the company line.
