Take the horns that have been confiscated from poachers, saturate them with a very potent toxin, then release them onto the black market. Keep doing it as the number of deaths climb. Oh, and subsidize Viagra in the home countries of the suspected consumers.
We'll see how long the pricing and poaching continue.

Unfortunately that will make poaching even more lucrative and more hunters will flock to the task of killing rhinos. You have to simply put yourselves in the shoes of buyers and sellers to see what incentives drive this market. These sorts of restrictions will not fix that. People don't simply obey mandates, they react to them.

If the demand is being driven by a belief in aphrodisiac powers of Rhino horn, and you make a real impotence drug available at an affordable price, that should reduce the demand for Rhino horn and the cost the market will bear.
Killing the current abusers by poisoning the supply is just a bonus.
