With all the trouble they have had over the years, i am not sure you could say they are "finest" at anything.
Help from a cop, hell, where i live, that takes 20 minutes, of course that's why i live in a state that doesn't try to keep a gun out of my hand, like NY, and why i always have one handy. Relying on the police, that's a joke in today's society.

How sad and pathetic the Vermont State Police didn't have a sense of humor about the hidden piggie and turn it into good publicity for their side. They probably could've made a bundle off of it!

So they are going to destroy $780 worth of printing due to a minor, harmless, humorous, and relatively unnoticeable prank and probably around a half million to find out who did it and try to punish them for it.
Pig is not the correct term here.
To put it in terms that they can comprehend, imagine the following in the voice of a taunting 5 year old boy, "Ooh, you don't like the funny piggie hiding in the picture... did it hurt your feeeelings? Whatcha gonna do, punch somebody? Nya nya nya nya nya. Look, you're turning red, what's wrong, you gonna cry? Want me to call your mommie?"
In my words, "Make light of the joke, proudly display the creativity of your inmates, and stop needlessly wasting taxpayers money on protecting your sham of a sense of pride when you should be protecting the people."
