how do you get crack cocaine out of powder cocaine(which was tied to his boxers and prompted the strip search), salvia and liquid codine?

uhh, that's what the article said in the first paragraph? Not sure what you are confused about. In fact, they never actually say powdered cocaine as you did. For all you know that bag tied to his wasteband was crack cocaine. "A Fairdale man faces charges after Louisville Metro Corrections officers said they discovered suspected crack cocaine in the foreskin of his penis."

it said they found the salvia and codeine in his junk... the cocaine, which they labeled as cocaine which means its in powder form, was tied to his boxers
"suspected" crack cocaine... they have tests for that and they wouldve known
saying cocaine is much different than saying crack cocaine... different beast altogether in terms of appearance, strength, and jail term

No, "cocaine" doesn't imply powdered form. Could be powdered OR crack. They don't specify.
Also, nowhere does it say they found the salvia and codeine in his junk. The article specifically says they found that during a traffic stop and he was arrested for it. They didn't find the cocaine in the wasteband until he was back at the corrections facility being processed. Then they strip searched him and checked his junk (what a s**tty job that's gotta be) and found the second baggie.
