The corruption is probably a lot worse in the 'for profit'private jails and school systems set-up all over america now. just a few of the corrupt border guards caught, one border guard with 5 million dollars.
They haven't even started polygraphing all the border patrol guards even with the 40 percent failure rate of the few they do polygraph.
Travel to these many countries south of the usa one can see how flush with cash and corrupt the public legal,prison systems and public police systems are. You'll see smalltown police all with brand new personal cars, beautiful homes on a regular paycheck. They have had groups from prisons turned out to attack some target and return back to the prison when the jobs done. crazy parties like a roman circus bloodbath some of them. Everyone takes the mordetha (bribe)
No doubt the american systems are just as corrupt. These cartels are billionares and plenty of regular people are very willing to earn cash under the table.
President Obama has recently made a mandate forbidding americans from doing business with cartels. Still think plenty of Americans partisapate for the money OR they are in fear from the threats.

and so what would you think if you let entire cities become a third world country. Miami is nothing more than Cuba just like Santa Ana,ca is mexico.they move in take control of the city then city office.
