The person is not mainly arrested for biting the dog, but for a burglary. More emphasis is given to dog biting (although he did it in self defence) I don't know why as if the man was arrested for biting the dog

This I have a little trouble believing. The dogs I've seen trained do not let go once they have you. You can kick punch and try to fling them around, but once they sink their teeth in they don't let up. The point not really being to injure you, but to slow you down to the point where the officers can easily catch you.
