Well, as the article states, he is accused, not a convicted escapee. Hope justice to be done. Dumb move to try to make a point of his innocence though.

If avoiding justice is a felony –and I guess it is at the place where he was required to testify- money won’t flow. So you would have two cases: one where he is accused of rape and the other one where he is admitting to avoid justice –don’t know if they call it obstruction of justice or whatever-, he could be innocent of the former, but certainly he has admitted guilt for the second one. Therefore they were allowed to post his photograph to help them catch him.
