Seems like an odd way to define the word. I could think of many hypothetical examples of people failing to achieve what they intended for simple lack of a priori knowledge they had no way of acquiring.
Imagine just about any situation where you simply could not know the outcome before hand when you tried something. Reality is full of these examples every day. Any time a person is late to work because their bus arrived early and they missed it would be by definition, retarded.

They're more than mere "metaphysical ramblings"--the issue of "qualia" is one that cannot be so easily dismissed by empirical observations. While a functionalist argument is perfectly fine for establishing a plausible explanation for why/how a thought comes to be, it fails to account for what exactly that thought is, and whether subjective experiences are necessarily tied to and wholly accounted for by physical phenomena.
And as any good scientist knows, science cannot definitively prove anything; theories and even laws are only valid so far as they have not yet been disproven.

No, the electrical impulses are what is required for thought. Synapses only fire when enough "power" (electrical or chemical) is sent to them. It's just like how a circuit works. This is why we can control machines with our "thoughts".

BTW this whole idea of Qualia is a bit misleading. Each person will indeed experience every situation differently. It is a combination of our genetics, the situation itself, and any of our past experiences/choices.
Saying that color is a Quale is silly, for someone that is color blind may know everything about that color, but he can't actually see it. Therefore he cannot have the general responses that the brain would give in that situation because in a sense that color does not exist for him (as his brain cannot receive the proper signal to interpret it that way). If you fixed the cones in his eyes the color would suddenly exist (eventhough no change to the outside physical world had taken place). Thus no quale changed, but a physical change has taken place which introduces the quale, thereby making it obviously a physical property.

Intent is indeed the color which paints our actions, but that doesn't justify painting with such clumsy broad strokes. If this note is genuine, they know they are going to kill insects and they know the insects will have no knowledge of their pending doom and will not flee. That's not quite what they mean by intent. Clearly the intent in this case is to rid the place of bugs one way or another.
What Buddhism says is that they shouldn't do it with malice in their hearts. I'm pretty sure the monks know the bugs will have no way of knowing, but they're simply praying for them despite their impending doom. Much of it boils down to Karma. The act of killing it alone (intentional or unintentional) results in bad karma. Having a further ill intent (wishing all bugs would die and squashing whatever you see on sight) breeds much more bad karma than the act of killing it.
Basically, the belief doesn't necessarily prohibit killing bugs (depending on who you ask). But, it's generally agreed that you shouldn't be killing those bugs with feelings of anger or vengeance in your heart.
As a Buddhist, one should have an understanding that all life is precious and have respect for all creatures out there. There will be times where you simply cannot co-exist, so you kill an insect which is bad for them and good for you. In these cases, that act is clearly not wholly good even if it was necessary for your survival, but it is what it is.

Now, English and Chinese both serve as official languages in the former British colony of Hong Kong. It's very common in Hong Kong for notices or signs of any kind to be posted in both languages.

It's not about "getting off the hook". Buddhists don't have steadfast rules that say, "this will get you to heaven" or "this will send you to hell"... it's more like, try your best to do things with the benefit of all living beings in mind, and the more you are able to, the better life you will have (and all the beings you affect, as well). It's a lot more realistically approached than making grand and impossible expectations of everyone.

The Pure Land sect have a belief close to Christians, were they have a god to believe in Amitābha is the name. "Original" Buddhists do not believe in soul or god. So to a more traditional Buddhist if you break the rules. There is no god keeping score. You only cheating yourself by not following the advise of the Buddha. Their (pure lands) belief in a god and Christian style after life is the reason for this note.

This can be a little complicated. Some sects of Buddhism believe in a literal reincarnation. What the Buddha himself actually taught though is rebirth not reincarnation.
Rebirth in Buddhism is the doctrine that the evolving consciousness upon death becomes one of the contributing causes for the arising of a new aggregation (being)
The consciousness in the new person is neither identical to nor entirely different from that in the deceased but the two form a causal continuum or stream.

Buddhism inherited the entire Vedic pantheon. Read the Avatamsakasutra and you'll hear of Buddha ascending to Mt Sumeru to talk with Indra and his buddies. While Buddhism teaches that the Buddha nature is superior to the gods, Buddhism nonetheless believes in gods.

When you speak of Buddha nature. You are talking about Mahayana Buddhism. This is not considered true to the Theravada.
Also the Buddha's Dhamma was a complete rejection of the Vedas. The Mahayana did take on the Vedic pantheon because Hindu/Vedic practitioners 1000 years after the parinibbana of the Enlightened Lord. Started to cross pollinate with Buddhists. That is why the Mahayana incorporate Tantric practices and have sects like Pure Land who treat Amitābha as a supreme Buddha god. And treat the Pure Land as heaven.
None of this was taught by Siddhartha Gautama.
Yes there are stories of gods and angels in the Pali Tipitaka. ( the accepted original scriptures according to the Theravada)
But the Buddha specifically said that none of these things matter to the issues at hand that humans find themselves in.
That no god will ever give you salvation, only you can do it. He also stated that the enlightenment of nibbana is supreme to god. So maybe I misspoke. Buddhists are indifferent and do not care if there is or is not a god. Because to a Buddhist god doesn't matter. I have spoken to many senior monks about the magical thinking/miracles type stories in the scriptures. Basically they all say the same thing ( this is my paraphrase) it is hype, don't believe the hype. Test out the Buddha methodology yourself and see if it works.

Perhaps they were leasing their building and didn't have much choice. By Buddhist beliefs, their hope is the spirit guides would see the sign and notify the insects. Not any sillier than any other religious beliefs.

This is an interesting story but the, thing I notice about it is do you think the bugs will actually be able to read the note? I don't believe that they can actually read English haha no offense. Or is the first paragraph somehow a "language" (not actually a language but sort of a script that the bugs can interpret) if so that's, really advanced science. I'm not saying I couldn't figure out a way to do it (I'm extremely interested in science and programming) but it's just pretty advanced. What a non-story. Buddhists are compassionate at their core and this is most likely something of an inside joke that also doubles to show a respectful attitude towards all creatures. I have been a part of many Buddhist temples and haven't ever met someone who is such a fundamentalist that they would take that note 100% seriously.

I'm not sure if I consider this note as a workaround...however I am aware that there is a couple of Islamic countries (Saudia Arabia I think is one) that offer marriages that can be undertaken and dissolved in hours, for men wanting to use a prostitute.
