Not surprising, in Portland, OR where I live, cops shoot people for "menacing gestures" and get put on paid administrative leave, aka paid vacation, only to eventually be reassigned to a cushy desk job.
I refer to it as the Catholic church approach, just shuffle your bad eggs into other positions and hope everyone just forgets about the whole thing. Punishing the criminal within your own ranks would only serve to make you look bad, so why bother?
