The down time it probably needed to move their billing and customer service operations to their UK and/or LA offices. My understanding is Sage Sundi reported that all the GMs made it through the earthquake OK.
Speaking of servers, I believe their game servers are located in Nagano Japan at a data center(the name escapes me at the moment). That may have changed since the last time I checked.

I hope Japan gets off their feet soon. It's good that developers have enough awareness to delay events, games, and whatnot. It's not a time to be thinking about those when you're living in Japan. Although as a bonus, I'm glad that FFXIV servers are offline. The game sucks anyway...needs to be reinvented from the ground up.
