Well as long as we're being pedantic, there's nothing stated in the title or description that said it would be FPS, unless you assume Unreal Engine can only be used as such.

Anybody that's played the Alien Swarm mod for UT2K3 / UT2K4 knows the unreal engine can be bad ass for topdown and sidescrollers.

I'd love to see this happen, and I believe it will since apparently they already have a working build and it's a fan initiated, although officially sanctioned project.. The thing though that made duke so great for me was that I could make my own levels, I made a ton of them back in the day.. you could also extract the grp file and replace sounds & graphics easily.. there were total conversion packs out and everything..
I want something that sticks to that spirit .. fun and expendable .. I miss the build editor though, that was pretty easy to use once you understood it enough.

i used to play this game when i was like 10, i hope the new graphics make it like a 3 d, i can see myself, or switch to first person...well i dunno duke nukem is classic first person..
