I doubt that rumors for The Dark Knight Rises got mixed up with Arkham City. It's more likely that it's just a coincidence that the game features Hugo Strange and that the film rumors are about Hugo Strange.

Also, the suggestion that the police are hunting Batman in both Arkham City and The Dark Knight Rises is incorrect. The police are after Batman in The Dark Knight Rises,. In Arkham City, a private group of mercenaries, TYGER, is hunting Batman.
