Maybe it has to do with how people still have an unfair bias against people that don't look clean-cut. Grohl is a rather talented musician, he's not a heroin addict, but he has to disguise himself to be treated normal. Replace Grohl with Joe Schmo and you've got something.

It's kind of sad that in this day and age, long hair and other similar things are still looked at as irresponsible or unable to function in society.

Sad? There is a direct correlation between responsible behavior and appearance. No, it's not a 100% predictor; there are plenty of clean-looking flakes, and plenty of responsible freaks. But many stereotypes exist for a reason.
Or to put it another way. You're in a bad, dark part of town. You can go two ways. One way has a couple of mild-mannered businessmen in conservative suits. The other way has a couple of long-haired, tatted up men in jeans and T-shirts. Which way would you go?
And if you say you wouldn't choose the cleaned-up men, you're a total liar.

How would I be a total liar? I'd go with a crowd I fit in more with, which would be the "bad" looking men. And maybe it's just because I deal with those type of people more often that I find a lot of them are perfectly responsible adults who just happen to not fit in with their peers. And on that same token, most presentable people I find to be just as responsible. So in conclusion I find that appearance gives me little indicator of how a person actually is.

So, you're saying that there is an equal probability of being beaten and robbed between the vagrant-looking men and the businessmen in this example rough neighborhood? Or you just would just deliberately take the vagrants despite the higher probability of being beaten and robbed, because you don't want to be judgmental?
Either way, you would be a fool who will deserve what you eventually get by ignoring reasonable caution.

Well I pretty much grew up in really crappy neighborhoods visiting family and playing with all the locals and getting to know them. That may have a hand in it. I go to various shows in horrible neighborhoods, been lost in bad areas of DC and Baltimore. I hop right out of my car and go up to the nearest person I see and ask for directions. It's no big deal. Same as I'd walk up to someone in a nice suit and tie and chat with them. Maybe I'm lucky, or maybe people aren't all that bad. One day I may get what I apparently deserve.
Am I supposed to see some black guy with his pants hanging down and run to the other side of the street? Skip going to the bathroom because a big, tattooed guy went in ahead of me?

The school he went to was a pretty ordinary public school. Not a joke, but nothing special either. It worked for him!!
