So for places like New Yorks, would it be feasable to install a heating system on all new roads? Keep the roads at 40-50 degrees, and no more snow removal problems, and far less accidents associated with it?

Heating system is not really feasible. It takes a lot of energy to melt snow. You can pull it off for small areas (I've spec'd it for sidewalks immediately adjacent to a ski-area building), but it would be massively expensive for any significant amount of road.

I'm up in Boston. With another snow storm looming this week and threatening another 12 to 18 inches of snow, I'm thinking it's time to invest in a tunneling auger for my SUV.
