Also, hiring new employees at a lower new-hire rate keeps wage increases down, making justifying a raise for current employees very difficult.

The hole in that theory is that they DONT hire the people desperate for employment. They know that they will leave as soon as they can. And who can blame them, the company puts valuable time in training those new employees, its selfish of them to waste it. (valuable time meaning one half shift on the first day)

These are minimum wage jobs. I could not support myself living on my friend's couch working one of these jobs. I'm sure these will get filled by people who are way overqualified and over educated for these positions. During the recession they cut thousands of good paying jobs and the government is content on these being replaced by minimum wage jobs?
