But Treehugger87 correctly pointed out that the article had nothing specific in in about the Toyota brand. It's a valid news story about a failed government program.

Why does it have to be "significant" to matter? The entire point is that any big changes that would make a real difference would bring consumer (voter) complaining, so it's gonna be many small changes or nothing at all.

More toxic waste via batteries. This toxic waste will remain toxic for thousands of years.
The original reason was to encourage gas efficient vehicles, the bill that passed did not do that. It might have shaved off a few mpg per vehicle, but was not substantial by any means, and will have zero effect on air quality in this country.

I don't really understand how the 'stealing purchases from the near future' was any kind of a shock to anyone. It's the same effect that all of those ridiculous "Employee Purchase Price!" and "0% Interest!" car loans had. All you did was take everyone who was even considering buying a car in the next 6 months and make them do it a bit sooner. Once you do that once or twice.. there's no one left who wants to buy a car, no matter how good the deal is.

Wasn't the point to shift these purchases forward? I think the article missed the point of cash for clunkers. When it was enacted, the auto industry was REALLY struggling and there was talk about a lot of people being laid off. Now the auto industry is actually coming back- the infusion of capital at the time it needed it may have allowed them to have an easier time once sales started to slacken again.
There was also the "lets get smoggy old cars off the road" environmental impact, which the article doesn't address.

I don't think the effect of Cash for Clunkers is over yet. A person who could have been satisfied driving an older car was encouraged to go into debt and buy a new car. Debt hurts the economy in the long run. What happens in the next year or so if the economy continues to tank and these people realize that they're upside down on the note?Comment is buried, click here to see the rest.

So, the program was able to accelerate new vehicle purchases at the expense of future sales and, after 7 months, the effects of the program on new vehicle sales had died off. Ok, so what? Of course, both sides will now point at this study and claim it backs them up and that they were right all along. Statistics are great and terrible.

It's NOT a wash. The sales effect was neutral. But it cost is billions and billions to do that! I paid for my neighbors new car. That's Obama's wealth transfer. Except I ain't wealthy!

Keep in mind: The Administration was brand new, and not even fully staffed yet.
They needed something that they could do that would produce nearly immediate results.
