This really doesn't seem fair to some shops, but the rules seem sensible.

It is just more of the government picking the winners. Can we just legalize drugs now? I do not endorse the use of it, but it is your life and you get to keep the pieces.

This is appalling. You often hear about politicians boasting of capitalism, but what they're doing essentially goes against free market and trade. Forcing business's to close down that are already open is dangerous territory. It costs a lot of money to start a business, and people start business's to make profit for themselves. So not only are they screwing these people who now have a worthless business and loans, they're also taking away their income.
The whole point of capitalism is to let the market decide how much demand there is and how much supply is needed. if there wasn't enough demand, there wouldn't be that many open.
The city OK'd permits for these places to do business, The entire idea of having a lottery is a joke. They can't just grandfather people in by a made up date, that's not how it works. I'm sure LA probably has more than 400 pharmacies or 400 gas stations, yet no one is trying to force them to close 75% of their market with a lottery. I can't tell if this is being pushed by people who are against pot, or people who are in the business that don't like all the competition. the remaining shops have a lot to gain, since there will be less shops but the same demand. that means they will see their sales jump up over 300% at the least.
Let's see them close down 75% of mcdonalds in LA and see how far they get. That idea is as ridiculous as this.

but.. but...
the government shouldn't tell businesses how to run and isn't allowed to mandate morality on the population, so i expect the conservatives will be very disappointed to learn that this is going on in this day and age.

I rather suspect fewer people would use it if it were legal.
Legalization would take away the mystique Once itr is no longer the "Forbidden fruit" curiosity won't get as many people into it.
100 might be enough to satisfy demand

Oh pot shops...such a dream everywhere else .

this goes back and forth constantly. the city sets new regulations but fails to work the regulations within the law. the dispensaries sue, a judge sets an injunction against the city stating that the rights of the dispensaries were violated. they in urn stay open and the city starts over with new regulations. its an ever continuing cycle here in LA
