He talked all about how when you crack down on this stuff you just drive people underground, and then he talked about a service you can go through to make it so you can't be tracked. Then he says we should start throttling after 3 warning letters. Uhhh...can you not connect that back to the beginning of your own argument?

He suggested NOT DISCONNECTING pirates and instead limiting their bandwidth (after 3 warnings), basically because one way there's a slim chance that they would actually continue using the internet without downloading music illegally, and the other way they'll just switch ISPs.
