Both those bands influenced and lead to the creation of punk, but the MC5 were closer to Psych and the dolls were just a straight up Rock and Roll band, a bastard child of Glam music. Both kickass and are highly underappreciated, but neither really represent or set the precedent for the next six years of music, they were a large part in the movement, what with Thunders going to the Heartbreakers, but they were not punk bands.

Personally I love both bands but wouldn't consider them punk. But what does it matter, most people think Avril Lavinge is punk.
