The argument for it goes that its legal to purchase them im Russia, and since purchasing and posessing MP3s isn't illegal in the United States, its legal for Americans to buy them according to import law - you're technically importing them. Regulations on cryptography in software is controlled by export laws, so there is precedent for using these rules and thus this loophole should be legit. Also, the RIAA has been oddly quiet about services like this, suggesting they may not have recourse. And their strategy is to attack people who upload files in the P2P process - which U.S. customers of the allofmp3.com aren't doing.
