The full version (of this particular, notoriously bad pirated copy) of the movie is available on various torent sites and P2P networks, usually identified as Backstroke of the West.

While it may seem nonsensical, imagine you're a pirate street vendor with no functional knowledge of English, trying to throw together a DVD with the necessary subtitling, with only Chinese subtitles and English dialogue to go on. You can't simply transcribe the dialogue, any more than an American English speaker with no knowledge of Arabic could transcribe Arabic subtitles for an Al-Jazeera broadcast. But you can machine-translate the Chinese subtitles into English text with no work at all. There, done.
