Not even close. The Halo series is essentially a remake of their earlier Marathon series, who's story has been analyzed in depth at:

and it has been determined that Marathon's story draws themes from many sources, including the Cthulhu Mythos, Matt Wagner's "Grendel" series of comic books, Arthur C. Clarke's 2001 series, Dr. Strangelove, and even more obscure sources such as the movie Zardoz and the comic Micronauts.
Claiming that Halo is a rip off of just Niven's works is like saying Star Wars is a rip off of just Frank Herbert's Dune because both feature messianic fair haired youths who grew up on desert planets and the fact that Star Wars has some throwaway dialog that mentions "spice mines of Kessel". While it's true there is an influence, to claim it's the sole source being ripped off does a disservice to all the other content that was thrown into the creative blender. - link_36p, on 10/12/2007, -0/+0idk think this will suck easilly.....
