The Wayans were the ones who started the whole trend, waaay back with "I'm Gonna Git You Sucka".
Don't Be A Menace To South Central While Drinking Your Juice In The Hood was also hilarious, and actually had a funny script in my opinion.
I'm not vouching for any of their later films... but these two in particular are basically the best examples of parody movies out there... other than Hot Shots.
P.S. before anyone says "What about The Naked Gun?"..
