Hong Kong, because it was British for most of its modern history, has had freedom for the most part, and technically continue to have freedoms that the mainland doesn't as an Special Administrative Region, so freedoms such as freedom of press, which is almost non existent in China, still exist for the most part in HK. Yes, you can protest over Tiananmen. In fact, they did that a few weeks ago, and China can't do a thing about it.
