The idea is that this is a Middle Class Batman. Its still Bruce, and his parents were still murdered, but they were never rich, and he still ended up becoming Batman...but with a bit of a budget.

There are a thousand different concepts and re-imaginings of Batman and every other superhero out there. It's what makes it fun. Branch out a little and explore an alternate-alternate reality once in a while. If nothing else, it may make you appreciate the core material all the more. I like this. I don't know if it'd make a good long-term series or movie, but it's at least an amusing re-imagination of a fantasy image that you're taking for granted.
