If you think there are similarities between the two albums, it's probably because Norman Smith, the producer for Piper, also produced the Beatles' albums prior to Sgt. Pepper.

I use "written" loosely, as this is a sound collage that in all likelihood sounds like Sir Paul dropped some Lucy in the Sky and went nuts on the recording console.
