It's a privately-owned Lamborghini that was temporarily fittedo out with police livery for publicity purposes and a photoshoot. It is not a police car, and there are no plans for Lamborghinis to be used as police cars.
The photo is not new, either. It's from the MPH car show in November 2006. It's just been blogspammed here with some false claims that it's going to be used as a police car.

Same goes for Canadians. I'd put my trust in a British driver way sooner than a North American one. Not to say that there aren't any exceptions, because there are. However, the standards of driving in England tend to be much higher. For one thing, the driving tests are much harder to complete.
