Manages scrape against 12 cars on the street, then t-bones a parked car at an intersection, continues to back into another then take off. I couldn't see him anymore after that but heard at least 3 more smashes on the way out of the block. Normally I don't call the police on my friends, but I figured I should make an exception that night.

I'm a big fan of filing attempted murder charges against ALL drunk drivers regardless of whether or not they caused any damage or hurt anyone. I'm a regular drinker, and I will ALWAYS err on the side of caution before driving. If I can't, I'll take public transit, a cab, call a friend, or just sleep in my damned car. It's NEVER worth the potential for killing someone. Even if you don't care if you hurt someone, you should care about what will happen to you after the lawsuit. Nobody can tell me that they don't know when they're too drunk to drive.
That said, I feel that bars should also have a stronger responsibility in the matter. If not a legal responsibility, then at least the responsibility to help people be aware if when they are drunk, such as by providing breathalyzers, and calling police if someone still attempts to drive while drunk.
