Small, bullet-proof kernel + virtualization for everything else, such as for compatibility with old Windows apps and games. It should be completely modular, without any more Microsoft "advantages" like IE rammed down users throats.
There was talk at MS about this before and I think it is the right approach. The old Windows codebase, especially the registry, should be dumped entirely; it is a rotten corpse that can never be brought back to life. Windows is like the Mummy, it needs to be finally laid to rest, and this should have already been done with Vista.
