I would bet it's neither. I would bet the increased sales are from impressionable XP users itching for a contemporary OS. People who listened to other people trashing on Vista who didn't know WTF they were talking about. Most people who were regular users of Vista liked it just fine, myself included.
That said, I still upgraded to Win 7 when it came out. Not out of a dislike of Vista, just because Win 7 was simply better, just like I liked Vista better than XP before it, and 98 before that. - VinceIP, on 11/08/2009, -12/+85Windows 7 is awesome.

I bought a new windows 7 laptop the day of release. I hadn't used it at all during it's beta/public release. Having a five button touch interface, scrolling etc all in one spot allows me to control the thing with very little effort.

Legally, yes.

Generally, one copy per PC (perhaps defined as 1 copy per motherboard, shrugs, it used to be per CPU or core before they corrected it). If you have a site license, it's may work different, but I don't think 7 is enough for a discount.

The real reason people had so much trouble with Vista was because third party manufacturers dropped the ball big time on driver support. The vista drivers at launch sucked or were non-existent.
The two genuine problems with Vista, poor file transfer speeds and overly annoying user access controls have both been fixed, though UAC is still there, it's just turned down to a slightly less annoying level. Not that people ever really gave that a chance. It's really not any different than what Mac OS uses...only theirs is worse because it actually requires you to type in passwords where Vista/Win7 just require a click.
I'm really not a Windows apologist. Much of Microsoft's problems have been their own making and they dropped the ball in several ways with vista...but truly the fact that Vista has such a poor reputation is because there has been a constant smear campaign against it by the "M$" haters out there.
If one is really being fair and honest, Vista had a bumpy launch mostly because of driver support issues which was largely outside of Microsoft's control. The system requirements were high but at that point Windows XP was 5 years old, and they weren't really any higher percentage-wise than the jump from Windows 98/ME to Windows XP - StenL, on 11/08/2009, -0/+5WTF are you on about, the XP search was one of the worst things about the OS. It was fiddly, slow, took up way too many resources and didn't even find what you were looking for 50 % of the time. The new search can be used from the start menu, searches very fast and finds everything within seconds with no resource drain whatsoever. Seriously, the new search is one of the reasons I couldn't wait to get off XP.

It's obvious marketing/economics. Let's see the retail sales number excluding the pre-orders, shall we? If Vista was sold at 50% off, it would've been selling well too.

However, if you use most of them for development and test purposes you can get an MSDN or TechNet Operating Systems subscriptions, which allows you unlimited installs of Windows provided they are only used for "development and testing". Another money saving option is to get a Windows 7 Family pack, which is a way to get 3 copies for use in the same "household" for about $150.
