Can you not see that if you choose no, it sets a variable to 1. My guess (since that code is off the screen somewhere) is that if that variable isn't 1, the test will run again.

The code is a bit faulty, it only checks for Y|y or N|n, what if someone types something else (such as "Yes")? Then $data is undefined or keeps it previous value.
Not very good defensive programming.
